TCCA produces Chlorine gas and lifts water as part of the exothermic reaction.

The chemical is TCCA, short for tri-chloro-isocyanuric acid. It is a powder that is pressed into tablets you put in your pool to chlorinate the pool water. In the water, in breaks down into chlorine that dissolves in the pool. He says "never allow a small amount of water to go into a large amount of product..." - because if you do it will explode. This is true of all pool chlorine products - the tablets, granules, and even Aquatabs used for drinking water treatment. It's very important to add these products into a comparatively large volume of water.

Even the Fire Dept is too blame. No Fire Inspector should allow a company like Bio Lab to operate with this much potential Haz Mat on hand without writing them up for violating Public Safety ordinances. Further, why couldn't the Rockdale Fire Chief contain the chemical reaction in the Hot Zone? The Chief is responsible to manage this incident per NIMS (National Incident Management System) per his training. He must manage to the level of the incident. What information did he relie upon to mitigate the Hazardous Materials Incident? Who advised him to allow the Chlorine to oxidize the burning fuels that resulted in toxic smoke plumes to contaminate the skies above Greater Atlanta? A simple mixture of Bicarbonate of Soda (Baking Soda) and Firefighting foam concentrate could have nutralized the Chlorine and prevented the lingering smoke plume. More along the lines of the weather patterns change after the sun goes down, usually becalming winds and allowing heavier particulates suspended in the air to settle into lower elevations on the landscape. When the sun comes back up it heats the atmosphere and causes more circulation (winds).

He explained it correctly...the fire started when a small amount of water (from the malfunctioning sprinkler head) landed in a large amount of acid (the TCCA being produced in the factory).

Exactly! Chlorine is a lung irritant at best and can kill in high enough concentrations. Plus what about all the other chemicals in the lab and the burning building itself! Fires from burning structures release all kinds of harmful chemicals.
