Dallas Oregon is approximately 15 miles west of Salem and 60 miles south of Portland and within an hour of the coast. There are lots of new homes in construction and far more affordable than the neighboring cities.
Single family homes in the neighborhood are selling between $400,000 and $500,000. The downtown is adorable, the aquatics center is great for swimmers, there's plenty of tennis courts, pickleball courts and other recreational facilities.

Great question. Fowler homes is the biggest developer in Dallas and does not have an HOA. They have several new homes available in the East part of Dallas. This is the area I am in at around minute 1m.10s in the video Their inventory is currently listed for $325,000 for townhouses and $430,000 for single family homes. I have worked with another buyer in that development and they are loving that community - there are some fantastic walking trails nearby.
