If Africa develops tourism, it needs to reduce air fares by 50%. The current fares are too expensive, and they are basically fraudulent prices, which cannot attract a large number of tourists.

They are not fraudulent at all. There are many reasons for high fare prices in Africa compared to Europe or the US. You can blame it on poor infrastructure, low demand, corruption and bad politics.

Airfare from Japan Airlines to neighboring countries (China, Thailand, South Korea) is about $200~280 (USD) one-way and $420~550 (USD) round-trip, so East Asian countries have developed tourism and bring a lot of business activities and millions job opportunity. The distance between Japan and its neighbors is about the same as that between Nigeria and Kenya. Obviously, most of the airlines operating in Africa are profiteers. They lack competition from their peers, so they can monopolize and raise prices arbitrarily.
