There are many project happening in Mumbai. There is Navi Mumabi (2nd Mumbai) and mumbai 3.0 (3rd mumbai under construction). Many of them are big projects, so in 20 years there will be 3 mumbai cities all of them connect with metro's and 2 airport's in mumbai. Also there will be bullet train from Mumbai to Delhi. The current construction you saw is the coastal road phase 2 also many metro line project within the main city.
