For math olympiads, Principles and Techniques in Combinatorics is an excellent book. There are many other good books, what I liked specifically about this book is that the authors provide elaborate explanations for solutions to problems. One strategy that a person preparing for such exams could follow is watch high quality courses first (such as this series from mathpod), practice the problems presented in the videos and then dive into reading theory and practicing problems from a textbook. Of course, everyone is different and can tailor their preparations to what works best in their individual cases.
