the new rules lead to the situation where a highly skilled professional who worked many years in US in high-tech industry is now practically barred from further work (85% positions in his field asking for "US person" due to new export control regulations since end of 2023) based on his citizenship (ironically - Ukraine). Thank you.

I'm exporting a hair care product to UAE. It is EAR99 I believe, and I don't think the UAE is under any restriction. But, the shipping carrier (through sea) needs me to fill a SLI form (shipper's letter of instruction). According to them, they need me to have an export license number, despite me explaining many times that the product and destination are not restricted. Regardless, I went to the BIS website, applying for an export license, describing end use, destination, item quantities etc. I just hope that I'm granted an export license number despite it not being necessary from the point of view of the US government. If any one has some insight, I'd appreciate you sharing.
