Traffic officer Parlee appeared inadequately informed of the regulations and laws regarding her position and was unable to answer the questions put to her by Mr. Kovolenko, despite the interference and assistance afforded her by the Judge who was supposed to be an impartial adjudicator of the proceedings and not a hostile advocate for the accuser. On this evidence there would appear to be a process of collusion to railroad these defendants through a less than impartial proceeding in a desire to acquire revenue.

Perhaps you were a family law or real estate attorney (or maybe the license was taken for a good reason) - because you're entirely wrong. "Beyond a reasonable doubt" is a criminal standard. Traffic/parking courts in Oregon have a much lower burden of proof. The arguments were entirely baseless. Most post offices are not federal property (this one clearly isn't - it's a normal office building with lots of tenants that leases space to the post office)- and even when they are, the street outside (and any parking restrictions) belong to the city.

I rewatched the video and the judge was simply WRONG, when she said a defendant is given more or less leeway if they have a law degree. She went from "are you an attorney" to "do you have a law degree." there is no legal basis for her claim that someone with a law degree has more or less leeway. ONLY Bar admitted attorneys are held to a higher standard (less leeway), not those with a law degree but no Bar admission. There is a big difference. So the judge's claim is legally wrong and irrelevant. She was simply badgering the defendant, Leonid. Bad judge.

The Judge ignored the out-of-jurisdiction claim by Siberian Tiger. If this was Federal Postal Property, and the parking outside was controlled by the federal govt, U.S. Code 40-1315 clearly states the authority to enforce laws on such a Federal enclave. Only the Federal Police have such authority if the parking is also under their control. This judge is presiding over a low-level traffic fine court and her role is more as a rubber stamp to SUPPOSED local laws. . This type of court is a dog and pony show trying to make everything LOOK legal.
