With good IELTS score, you have a very good chance for Express entry. Express entry is running and they are calling applicants every month. Once you land here in Canada, you can withdraw the POF. Generally, for ECA people go for the highest degree. If you go to the website if the ECA organization, they will provide the list of recognized universities. Good luck.

67 is the baseline assessment. On the other hand 450 is the CRS. They are different. 67 means you are eligible to apply. Then CRS will determine you are qualifying or not.
