Extract Time of day from Local Time - TIA Portal

One of the programming methods in TIA Portal to extract "Time Of Day" data from the "Local Time". Local time which is read in program includes Year, Month, Day, Weekday, Hour, Minute, Second and millisecond. The Time of day is extract from it (Hour, Minute and Second).
