The powdered snow stray thing makes sense for the same reason that zombies turn into drowned when underwater for long enough. There are many entities that change into something similar in the right conditions

Why I think they added skeletons turning to strays is probably because of the fact that in water husks can turn into normal zombies, and normal zombies can turn into drowns. It would make sense because strays are snow skeletons and they have a way to summon water zombies in survival without an egg

They added the Skeleton into Stray thing because with 2 variants of the zombie change after drowning. The husk, which just flat out sinks, will turn into a normal zombie after awhile. And when a zombie manages to drown, it becomes a Drowned.
