I believe the last part to teach them refers to the people returning with Ezra so that they follow the law before they go before a court system. The leaders he chooses were to know the law in order to judge.

Galatians 3: 1-14 May 5th 2019 Union Gospel . Those notes is similar to the topic for 2/13/22 . I have been led to study and get a clear understanding of what the Bible says about being Justified Through Christ. I truly have enjoyed your teaching on that subject. First of all Pastor, Praying for your health and strength. Good lesson. I believe he was talking to the judges. When teaching God's word its has to be scripture. If you add you take away, if you take away you add. You will be held accountable for what you tell the people about God's word. So Ezra had to make sure the judges were teaching the people God's true words because of accountability. If the people don't know some take your word for it. We don't want to lose not one lost sheep. Once again Praying for your heath and strength. Sometimes God wants us to rest so you will be able to continue his word and be refreshed to continue on. God Bless.

Before audio Bibles came out I shied away from reading the Old Testament because I was intimidated by the many hard names. But God uses all the new advances in technology to further the gospel and help us...there are no excuses now 🙂
