Have you confirmed that you have disabled Afterburner detent in your dcs menu?

How can you control cockpit with mouse in f15

You can't. The cockpit of the F15 is not high-fidelity. Meaning not interactable. All the buttons, knobs, switches etc will move when you use them via keybinds, but you cannot control them directly with your mouse. The F15E that was just announced is high-fidelity however, so preorder it if you want an F15 that you can interact with via mouse.
