A drill is when you go outside on a mission to find your opps to k*ll them. That's the problem with drill music. It's only about that. It's in the title, so rapping about another topic is technically not drill, but I guess it's safe to say that rules are meant to be broken. To me drill is more about the content than that catchy beat.
