On a race track of course, nothing sort of another F-zero machine can beat it. On the streets where the other driver knows the handling of the old car and streets so well, like an old cop and racer like Ryu does. The F-zero machine can't go full blast with so many turns and has no traction like the tires do, he was beat the second he stepped one squidy foot in his. :D

Maybe if we get another game with SNES/Maximum Velocity specs. In the original SNES game and Maximum Velocity, F-Zero machines actually weren't that much faster than many of the top-end cars of today. Only their boosted speeds really exceeded what anything on wheels could achieve. Dragon Ghost would probably be a bit like JB Crystal in that regard, with good handling and acceleration but a low top speed, and a long, weak boost.

+Emishimaru - Sama I think Mute City is actually a two-storey city (like Midgar in Final Fantasy VII, but nicer), so those panels would be the ground of the upper floor, designed to look like a real sky on the bottom. There are several clips in the show where you can actually see holes in the "sky" with buildings on top of it (there's a very brief one in this episode at 10:48)
