They disable v-sync to keep the framerate as close to 60fps as possible. If they capped the framerate lower during these scenes it would make everything appear slowed down. The transition back into 'track mode' is what causes the visual anomaly.

Guys, what game requires you to press buttons and things to change tires, and refuel. I just catched up with F1 a couple weeks ago, i used to play F1 2012/2013 (Massa and Fernando was still in ferrari) i remember playing it with my father, we would stay up late to play it. Fernando was my favorite racer (partly because i only know Ferrari back then). Me and my dad doesn't get to spend much time anymore and we're planning on doing it after my finals. And i think it would be good to play it since he hasn't been following up with F1 anymore (he used to be a fan).

Except in real F1 pit stops usually take less than 2 seconds. Not sure how much time a wing replacement adds, but it's not 5-6 seconds. Refueling during an F1 race is no longer allowed, which is what took that extra time.
