It's mostly the car bouncing around on the bumps there and the shadow making it more pronounced. Normally, the wing flex is/should be checked by the FIA to be within the specified parameters.

@stefan croes is right about the FIA. Teams are limited on the Flexibility of aero parts, front wing being the most important one. As the cars pick up speed, density of the air multiplies, making it heavier(the air), if they made the aero parts stiffer, they wouldn't flex as speed is increased. The advantage is that when those parts are being weigh down by the air, they lose downforce, meaning in more top speed, they flex a lot less when on slipstream.

Don't forget that even though the Lotus was indeed a great car, the RB9 was Infinitely (pun intended) better, but Grosjean still managed to get better results during the second half of the season than Webber. His first half was quite bad, though. And that is the only reason he didn't finish higher up in the standings. Perhaps I could've been more specific as to which half of the 2013 season I was referencing in my original comment.
