Is there a way to tell if the timing chain is too tight? I’m psyching myself out a bit after putting the chain on. Looks like you pulled the pin then it clicked once more?

It should be loose enough to get it on and yeah, normally the tensioner will click a notch or two when you pull the pin. Sometimes you have to turn the crank a little to get them to move much though. Bottom line, all that really matters is the paint marks line up to where they are supposed to go. If everything lines up, spin it over a full cycle and make sure the timing marks (cam to cam on each side and crank) are still lined up.

How bad is it if rockers got mixed up but this shims did not?

They should be pretty close so not as big of a deal. I would measure the clearance and check them if you’re able.
