Psychiatrists can't go from person to person that has NO permanent address. Crazy people and addicted HAVE to be FORCED into HOSPITALS for care. Period. And in the states and countries they COME FROM. CA shouldn't have to bear the burden of this country's and world's dysfunctional populations! CONTAINMENT is all what's left. Because clearly, anyone dysfunctional, left to their own devices, isn't able to. And is a menace to the health and safety of the rest of us. Think about it bro..first they are arrested and lose all their personal belongings (mostly trash, with a slight chance of not having traded their last valuable for money or drugs), in which they sit in a jail cell for a couple hours at most and are processed out to the street to repeat the cycle. They need to implement a program that helps them gets a job and sht. Not necessarily court mandatory, but something that lets them know “there’s a way out, but if you’re caught loitering, you going to jail”

They need knock these bathrooms down & rethink the whole thing. Build something that cant be gotten into at night. Hire bathroom attendants who keep daily watch. a simple job. Its really not that difficult. I live by a beach & the public toilets are locked at night & theres constant cleaning attendants in there several times a day. Its not a genius concept. Theres tons of homeless here too. They jsut dont use bathrooms as sleeping places. shooting up drugs or drug dealing maybe in the cubicles.

I feel theres extreme incmpetence when they cant even come up with a way of stopping them using public bathrooms as housing. This just seems a very sloppy way of dealing with the issue. I vote to install porta potties, and lock up these bathrooms. The porta potties have just enough room to stand and sit down on the toilet there is no room to lay down. On top of that the chemicals they use make them smell really good. We have them year-round in Alaska in public parks. They are plastic, easy to clean. I'm always surprised at how clean they are. The homeless can use them 24/7 but they're not big enough to sleep in. They still have access to use them, but I have yet to see a homeless person sleeping inside one there's just no room.

And this is the result of the State Mental Hospital in Norwalk that was shut down many years ago. It left thousands of individuals that needed to be hospitalized for some period so they wouldn't need to find places to rest in. Like under freeways, bridges or public restrooms. Yes! It may very disgusting and disturbing to us that have safe homes to live in, but for hundreds, whether mentally ill or drug addicted, they don't have the capacity to put thier lives together. Thank the President that ordered Metropolitan State hospital to be shut down! Many don't know about that place sits empty down. Instead of it being available for those that need the care!!!

why not put a perimeter fence round the bathrooms with a proper lock on the gate? then they could have extra protection at night? These bathrooms have very simple generic locks that homeless can easily get into. ebay even sells these simple keys that public bathrooms use. This is not a difficult problem.
