People gotta look at history. There have been 5 SB halftime shows that featured rappers. 1 of those was Queen Latifah, so she might have been singing instead of rapping. There's only been 1 previous show that was all hip-hop and they wanted it to be Eminem in LA, but he refused to do the show without bringing people from Aftermath with him. That hometown show wasn't the NFL's plan, it was Eminem's. Getting any other rapper to headline a SB halftime shiw is a milestone in itself. Kendrick is the moment, is a great live performer, AND has a deep catalog of hits. The only other rapper that could've done it right now is Drake. Wayne is a legend in rap, but I don't think the mainstream knows him like we do. They don't know anything about mixtapes Wayne. He's also not at the top of rap popularity right now, he can't remember his own lyrics, and he's not a good live performer.
