NTS is given when you get admission in another state (not in own domicile state), but you will be offered IARI scholarship.

Yes, every college will have a placement cell through which they will call for companies for the placement, but how actively it is being done is entirely in the hand of each college or universities.

I got overall rank 385 and SC category rank 31 is there any chance to get this hub in plant sciences

As per the last year seat matrix, including IARI main campus there were only 10 seats in IARI Hubs for the SC category from overall subjects of plants science. so for your rank getting IARI hub is not possible
