My mom is 89 she draws $1800 between social security and a pension from my dad. She is paying $322 dollars per month insurance and also a small Aflac policy. Could these premiums be deducted from the 1800 to get you under the $1600 rule?

If you were receiving Medicaid benefits in one state and moved to another state, you should reapply in the state in which you now live.

So a person who doesn't have taxable income isn't eligible because they aren't contributing to society. So I was told.

In CT, the applicant must be below the required income and asset thresholds as of the date their Medicaid application is submitted. As part of that application, the applicant must also include 5 years of financial statements for purposes of proving that they did not make any substantial gifts in the 5 years leading up to the submission of their application. Those are the only financial requirements for Medicaid eligibility in CT. That being said, if you are in another state, there may be different eligibility requirements.
