A little tip, since you'll most likely be Cloning the cells: Cloning does NOT clone the Soft Pillow on the beds. You'll hav to place them in after the beds are installed

Another thing I discovered that the Clone tool does not replicate is radiators, probably because it's under water utilities.

You should switch the bed and bird cage, that way the bed will be next to both the bird cage and book shelf to fulfill needs as the prisoners sleep Also, I'm fairly sure the TV needs to have a chair in front of it for the prisoner to sit and watch

might want to have some doors from reception or the front of the admin building in general so prisoners can get from intake to their cells.

In-between work you should give the prisoners time to meet their needs, otherwise they will riot constantly
