I don't get why you got all those witnesses in till death do us part. You had a detonator in hand which is legal and nobody saw you throw a bomb. As far as I know trespassing is not a witnessable crime and guards aggroing shouldn't be an issue as well. What did they see that is illegal?

the level is somehow bugged due to the special rules of being able to openly carry weapons, if you're seen too soon after shooting someone you get witnessed for no reason.
