The Chapman is an old Chevy Caprice Classic, and it doesn't spawn because there's a typo in the config file for it. (Places is spelled 'Placess' in it). You can delete the final 's' in the config file and it will start appearing.

I have not seen more than one rocker arm either per junkyard trip, and I clear out all the parts each time. But awesome on this challenge. I'm working on a Bel Aire I got from the junkyard. Going to see how far i can build it using only Junk Parts

That Champan thing is more of the Oldsmobile Delta 88, than a Buick Regal. Mostly because it's a 4-door, while Buick is a 2 door

I also haven't seen a Chapman yet, but according to the forums it doesn't seem to spawn until you complete a certain amount of story jobs or possibly the story job it appears in.

i feel like the devs have never been to a used car Auction or a police vehicle auction at that. cars usually go for $10000 or under sometime never going over $1000 unless it like a crazy sports car or something, i feel like they should add a police Auction for cheaper stuff

no need to be sorry, wasn't trying to be rude, i'm just surprised that not too many people know about it, but one thing to note is that the vehicles are as is your purity much on your own when you buy/win it make sure you have a bit of money on the side to do a bit of a fix up and service the engine
