The main difference between the items is Lich Bane gives movement speed and slightly more instant burst. If you like movement speed, you'll usually find yourself taking Lich Bane. Note: Never take both it's a waste of gold.

Cleaver is actually situationally worth it now. It should still be 200 gold cheaper, but it's not an adc item so we can only expect so much. Lucian, trist, kalista, kayle (solo queue only) for triple flex or more. Kayle was one of the few champs you used to be able to play in all 5 roles before her rework. Now I think she's too punishable bot lane without range until level 6.

Rumble in MSI meta was actually a quadra flex. People played him as a support in minor leagues and used it quite a bit in solo queue. Rumble+Varus is broken, but Varus was banned quite a bit during the competition

Heimerdinger is uber flexible right now. Top, mid, adc and supp, I've seen him played in all those positions. He's probably not great jungle, since his kit is geared towards holding a positions, but it's probably playable at least. Quadra flex for sure tho.
