I was always taught to drill an 1/8" hole where you cant see it. 1" up on the left and 1 1/2" up on the right. so once you pop it you have an alignment pin for reattachment later when horn is dried down.

Does this work on all kinds of horns? Domestic sheep, longhorns, etc? Just soak a couple days then use the tools?

I have done this on Dahl, bighorn Because that’s what I always receive fresh , , but I bet it should work on any other sheep.

To cook the meat off of the bone fast you can use some Soda Ash in the pot. One or two ounces for a gallon .. but be careful and check the skull regularly if the horns are attached to the skull plate like a deer. Because soda ash can damage the base of your horns if used too much for too long.
