Yes, I've used clusters like that to make wreaths. It's called the 'ruffle' method.

The $1 tree 12 miles from my house is the only store I’ve seen that has in stock these packets of 3 words. I took the whole rack!!! ALL OF THEM!!! lol if you live near me, Annapolis MD you won’t find any unless they get more in their next shipments. I’ve never seen the $1 tree carry them, ever. So stock up! 😉. I love the “I have to have coffee” attitude. I’m sitting here eating a late lunch and what is my beverage COFFEE! Yes, any real crafter never throws any materials out...just in case you need it for another project. My mother and grandmother taught me well! Having lived through the Depression and WWII, they used and saved items to the maximum use. Cute project!🎃🍁😊
