The reason the Halloween stuff makes sense is because it was around that time when the bombs dropped, October 23rd. Thats why you can already find some Halloween decorations up in houses in the game.

@@LastKnownMeal Supposedly Steam games can be played without having to update by exclusively launching them through another EXE (like the script extender), I'll try that (after backing up all my files)

You can disable updates in stream, or just set a manual update time when your outer is always off. I locked down my Skyrim and don't think I will ever update that again.

Havent played this game since like 2017 on the xbox. Be really nice to play it on pc with some mods and the dlcs which I never played. Haha maybe I will find some cyberpunk mods for fallout.
