Can you just place upper floors on the destroyed highway pieces, or is there a trick you need to do first?

im unable to build on top of the road, how did u do it ?

Exactly what I needed to see. Did you have to glitch to build on top? I really like this but if you got to go around the corner to be able to build on it, then I don't know.
