FALLOUT But EVERYTHING Is Legendary And Overpowered - A Perfectly Balanced Fallout 4 Mod

Fallout 4 is a perfectly balanced Post apocalyptic RPG created by Bethesda who are most known for the amazing elder scrolls skyrim. Famously Todd Howard designed fallout 4 to be perfectly balanced so today I have decided to make every npc and enemy in fallout legendary. That means you can now face up against legendary radroaches and every raider you face might be holding a legendary super upgraded rocket launcher capable of mini nuking your limbs off. So all of the classic strongest enemy tier lists and top 10 strongest weapons are out the window as its time to see if a legendary 100 stat man can survive in a legendary world.
What you have seen here today is part of a fantastic perfectly balanced series on youtube where I go from game to game and break them with wacky exploits to gain things like unlimited gold. In Skyrim: Not even a 999 level character with all perks can manage the DPS to take off 22 million HP, especially not while also taking hits of 8 million. Spiff actually made super extra easy mode, in part because of how Encounter Zones work, and in part just because of how SPECIAL works. That deathclaw in Concord was a basic deathclaw with Legendary tacked on. Meanwhile, Spiff had 100 Strength, and every point in strength adds +10% damage to melee, so he might've been able to 1-shot that thing with his baton. And then he gets a super sledge later that does 462 damage with (I assume) no perks. (Encounter zones limit how strong enemies can be based on your level when you first got there. There are mods to change this.) Even with the manual HP debuff, the only danger Spiff was ever in was of his own making by not using melee with VATS to immediately eradicate anything that looked at him funny while in an infinite state of slowdown, and criticals earned with EVERY hit.

Honestly, it's so easy. Basically using an infinite amount of vats hits with so much strength. Try doing it in survival mode with basic special stats. I've streamed a legendary only survival run, it's super hard getting out of the vault.

There is a mod for Xbox that makes all enemies legendary, and based on what I saw from Spiff's game, it may even be the same mod he used, as the mod actually makes every character gain the legendary effect including the player (after clearing Concord in the Museum you see the glowing effect around Gigachad meaning he "mutated" at low health). Can't remember the mod name but I'm fairly confident it's still listed

On top of what I’ve already mentioned, the mod seems to just slap legendary on everything, meaning the only change is they effectively have more health, and might have more dangerous weapons (if they use them). They’re not genuine legendaries. To clarify, genuine legendaries are enemy variants in leveled enemy lists. There are potential differences, particularly in their level, with some simply being a default high level, or scaling (I think) 1:1 to the player. That last one’s important, because that’s how you get super mutants who are also level 100 (if I’m right about the 1:1, been a while since I’ve played at such a level). So in addition to everything else, a true hard mode done this way would use an additional mod to make every enemy that can be genuinely legendary, well, genuinely legendary (such mods exist, I made one myself. It’s a really easy mod to make in any case).

I dunno about the Wounding Shotgun but the Wounding Ripper with 4 points in the melee perk applies the bleed damage to everything in front of you. And VATS attacks apply it 10 times dealing 250 damage per press.

I got some challenge run ideas for you. 1: Fallout 4, but you're also a member of FaZe clan. You must either quickscope/noscope everything you kill. 2: Fallout 4, but you're at a strip club. With only the Junk Jet, you must kill every opponent with only pre-war money. 3: Fallout 4, but you're a ghost. You cannot be spotted by any human (save those necessary for story progression) and if you do get spotted, you must restart the game.

Honestly, I find that a wounding pipe pistol is also fairly effective if you give it the fastest full auto mod. The ammo is cheap and plentiful, it can have more range and less spread than the shotgun so more of the rounds hit something while it tries to close the distance, and because the game thinks of it as the lowest level weapon, you can buy or find almost all the mods relatively early so you don't even need the gun nut perk to max it out. All that said, there's also something horrifically charming about trying to use a double barrel shotgun with the explosive trait.

Love the vid, unrelated i've been wondering about that special duping glitch and ended up doing it right before i saw your vid lol only thing that sucks is you can't endless loop chems, but you can do it once, and you can also do it with the survival debuffs (annoying doesn't work with additcion debuffs for some reason, so don't bother wasting time on trying to trigger those) You can get everything besides agility and charisma either just above or just below 20, with CHR getting to 17 and AGI at 14, so still very broken. Notably 20 Endurance, because once you hit that number sprinting no longer costs AP lol most important survival feature alongside 40% movement buff armor set

It’s 2500 not 25,000 😂 Shotgun has 8? 🤔 projectiles per shot. 25bleed x 8 per shot = 200 extra damage per shell. So 12 shells would do additional 2400.

Not quite - besides your math being off, the minigun having a spin up, acc being iffy, it being harder to restock 100 5mm ammo than 13 shotgun shells... The shotgun deals more base dmg - it's easier to kill the concord deathclaw with a shotgun gotten from a raider than the minigun, because of how dmg resist works. If their DR is 0, 8x8 hits of damage beats shotgun, and an enraged fog crawler would laugh at 8 and 40 ish pretty equally. But most foes are more in the middle, a lot taking like 1 or 2 dmg from a minigun, fast as it may be. landing kije 24 hits in a second with a way better gun Is kinda better than landing maybe 30+, with the drawbacks.

explosive is way better than wounding. yes bleeding stacks too, but it's in lenghts, not in power. they'll bleed 7 times longer than a normal wounding gun, but it's slow and they'll fight in the meantime. Explosive on the other hand, get buffed from explosive skill, will cause AOE damage and damage limbs of the enemies. you don't even need to hit a miss will still damage the enemy.

@@duckheadbob I mean if you put it in perspective it is a ton of damage, it's just that his character has ridiculous stats and is lvl 100. It's interesting because it shows that the scaling in the game is actually pretty good, considering that he was using cheated stats and really solid weapons and it made the fights easy at most. If he had the normal stats for lvl 100, those fights would've been just a bit harder, which is what the devs were going for

For the Suiciders you don't even need to directly hit the bomb for it to explode- just as long as you hit his right arm (even if he doesn't have the bomb out yet) and he'll guranteed explode. Both in and out of VATS works too.

I’m pretty sure the SPECIAL books don’t work if your stat is over 10. You can get a permanent 12 in a stat by doing the debuff trick, and then getting a bobblehead, though, and raise that to an effectively permanent 13 via Vault DLC.

I re-watched this video today because for some reason it popped up in my recommended even though I have already watched it. The assaultron scene reminded me of just how terrifying assaultrons are compared to sentry bots. Like you can use door cheese on a sentry bot but you can not do that with an assaultron. Plus the sound of their head lazer charging and the sounds they make when running around are just nightmare fuel. Imagine your a Chinese soldier on the front lines when you hear one of these charging you during the great war ... stealth armor or not your going to be looking for somewhere to hide.

Infinite caps, material, and experience with all dlc and creation club. Basically never clear out the mole rat nest under the Red Rocket or drain the quarry. Call it quits with the minutemen once you get Codsworth. Help the brotherhood have Nance order you to clear out College Square but don't do it. You effectively have a lane from Sanctuary to Diamond City that replenishes material, pre war money, locks and enemies. It replenishes after every save load and with every trip back and forth. Except the majority of Concord but one house nearest to the Red Rocket for some reason. Of the container next to the water tower near the Red Rocket replenishes as well.
