With tinkering on the NPCS a boatload, I can say that reverse pickpocketing is really the lifesaver of providing weapons, stims and even power armor

1:44 i think the reason Gunderson didnt pick up the Plasma Rifle is because it didnt have any ammo in it since ammo is separate in an inventory. maybe try putting both a weapon and its designated ammo and see if that'll prompt Gunderson to pick up the weapon

I did a similar thing in Oblivion with the Umbra sword and never finish it,in order to have the sword as a quest ítem, that way it has 0 weight. The game bug so bad that in every house on the base game the chest turn ALL of my stuff into scrolls. If you toke those and drope it the scrolls turn into enemies, so I take every single one, go to the beach and drope all of it and they go into a fucking war 😂

So Ted is a lot like the raider/muggers in new vegas when you get into the city, and other raiders for that matter. They'll all pick up weapons left laying around. Basically any weapon so far as I have noticed thus far. I use it in conjunction with my modded weapons so that I get a little extra chaos out in the wasteland. They'll sometimes have my weapon, because for laziness purposes; I put them all in the trashcans. That way they can always be found easily for testing purposes. (never released these before, so no need to get creative about it.)
