“Accomplished more” Depends on what you consider an improvement. They control a lot of land, their trade routes are apparantly pretty safe. But the life of the average citizen are just varying degrees of slave and child soldier and Long term stability seems questionable.

@@daanstrik4293 Not really questionable, Ceasar himself admits that the Legion needs New Vegas to survive after him. He means to make it his Rome and use it to keep the Legion unified. Should he die before that it is agreed in-game that the Legion will fall apart as soon as the Battle of Hoover Dam is over. Win or lose, they will tear themselves apart.
