When the horse said they steal so many bases it's a double context meaning. In sports black people are stereotyped as faster than white people so in baseball they'd reach a base quicker and stop their opponents from gaining any. In the second context that intends to make the joke funny it's also stereotyped that black men can perform better and each stage of a sexual relationship is measured from first base and ascends as the relationship progresses. Any man that can't perform as well envy the better ones and thus they see them stealing their potential relationship.
