Because people believe and give their power over to parasites that rule them without much question or resistance. If the peopke start thinking for themselves too much or start looking a bit uncontrollable down the line, they sumply whip up their fears and ignorance and then send them against another people who are getting too hard for their rulers to handle. Democracy is a sham. It is primarilly a rutu to divest power from individuals and contract them into compliance and obedience.
