I bet a lot depends on whether managers/companies let them. Some companies may bar or frown on their idols going into the crowd during such an event. Other companies give their idols more freedom to do things like that. Sometimes too the venue or production company doesn't have the security on hand for more than a few idols to wander around in the crowd much and even then they need to know ahead of time to arrange for someone to be with them. While likely nothing bad would happen if an idol wandered around without event security nearby, companies and the producers probably don't want them to for fear it's the one time that you get some angry anti-fan in the crowd who creates a problem.
