Also, he wasn't upset because he had seen multiple deaths before, such as his parents, everyone else that died with his parents, his dog when he was a child, etc. He tried to HELP the other Ultimates by attempting to cheer them up after somebody died. The reason he called the deaths "stepping stones" was because he believed it would lead to a greater hope/happiness for everyone. Nagito didn't want to kill Chiaki, if you remember the run-through of his Class Trial when he died, he tried to kill everyone else because he knew they used to be Remnants of Despair and he wanted Chiaki to survive because he knew she was the only "good" person there, but his plan failed and Hajime figured out that Chiaki accidentally killed Nagito, so in reality, it's Hajimes fault that Chiaki died because he was too damn smart.
