Approval is accountability. Putting all the money in a BIG bucket is extremely loose accounting. You can’t see the forest for the trees based on bills paid. You don’t know how to create a line item for the dollars spent. Being transparent means that you know up front where the dollars go. Fanni admittedly states she pays for everything in cash. She has loose procedures and I see why she wouldn’t want to defend her decisions in a transparent way.

You put her in the office, but there's nothing that says you can cut her budget to the basic operating costs and force her to request additional funds through an approval process.
