Even with the fact that he knows personally people from several gangs, he was never "formally" affiliated and inciting gang violence is against everything he believes. 2 The beef was quick, there wasn't enough time to Kendrick mobilize the gangs to threaten half of Holywood 3 Most of these people are well respected and elite level, half of them walk around with several bodyguards. Alot of them also have alot of credit on the culture, i believe it would be hard to find someone who was willing to threaten taylor swift or dr dre because of who they are, alot of them could just move to somewhere like austin and they would be safe to say whatever they want 4 Most of them have expressed respect for Kendrick Lamar in the past, and were just being consistent. Keep in mind that 5 of his 6 main projects are absolute cultural phenomenons, TPAB is considered one of the best albums of all time and GKMC is in the top 200 ever since launch. 5 Just common sense, the more people you involve in a covert action the more likely that someone snitches and the whole thing is discovered. No one has come out and said they were afraid of Kendrick
