suwj those dials actually deal with distance and windage. For a scope to be effective with a weapon, the scope needs to be zeroed to that weapon. By twisting the dial randomly, he is effective ruining his zero and making his weapon inaccurate.

its actually really simple. Remember Mirror's Edge. First one was a linear platformer with really good graphics, years later second game cames out with open world and very mediocre graphics. It's because game mechanics and game genre effects the game's overall look and feel. Comparing to New Vegas, FC2 is really small and linear. Also if I dont remember that wrong, it is has not fully rendered and filled in game map. It feels huge until you realize that you cant go off road. You cant climb 90% of hills in this game which makes combat almost mostly take place on a flat ground with some basic covers. And ofcourse unlike NV, there has no real dialog option and shitload of different ways to shape and change game's stort and gameplay which gives developer's more time to focus on these details ,which we know, that are not in next games of the FC game series. It's not really random, It is really basic and essencial knowledge of Game Design

The guns are very accurate for the game you're playing. A bunch of really old, weird weapons that would definitely be sold by arms dealers (AK47s, .45 pistol remakes, old bolt actions, RPGs, soviet weaponry and new spec military gear sold for a huge price.)
