If he waited in the beginning, Pagan would give him Kyrat and with Ajay in command he would have the potential to finally change something for the better.

Anita is just as a tyrant as Pagan, however she doubles down on the drug trade and uses children as hard labor, and doesn't hesitate to kill those who go against her, like Pagan. Sabal is arguably the "goodest" of the two, as he is a religious fanatic, to where he is so dogmatic with his beliefs he won't tolerate those who go against the religion. Truthfully, Pagan might be the best one out of the 3, as he is voluntarily giving up power to Ajai which means he's giving Ajai to shape Kyrat into any country he wants.

In a weird way he is, if by "the good guy" you mean Pagan was the lesser evil. He obviously *seems* like the worst because you see the results of his reign, while Amita and Sabal's sins are mostly still in the future, just as​@@TheDerek14 said. Setting aside their extreme violence and willingness to murder anyone who gets in their way, just like Pagan (and the player, for that matter!), both of the Golden Path leaders had disastrous plans for Kyrat. Sabal's backwards, ultra-traditionalist path seems the "right" choice (or at least least evil, he does want to marry a child after all) on the surface, but would have likely caused Kyrat to atrophy into an even weaker state awaiting conquest. Amita's drug and child soldier-fuelled progressivism would transform Kyrat into a warlord state on par with the worst failed nations of Africa or South America. Pagan's rule is almost reasonable compared to the likely futures that Amita or Sabal would usher in. He's obviously a ruthless dictator with a damaged psyche, but he also had a goal; to industrialize and modernize Kyrat in preparation for his "heir", Ajay. Pagan's direction was, if anything, a still-tyrannical balance between the extremes of the Golden Path. Hell, his unresolved grief aside, a lot of Pagan's contempt and malice for his subjects seems to stem from expecting too much of them.

I like Vaas for his batshit insane personality and how it ties within the narrative of Far Cry 3. He is a really well done character when you really get into his background. Min is also interesting in the sense that he is 100% genuine in his convictions unlike most game villains. If you stay at the table in the beginning of the game, he sticks to his word and brings you to place your mother’s ashes. That’s really cool.

@@spacewanderer9 the dlcs for far cry 6 are centered on the villains of the series. First it’s Vaas, then Pagan, then Joseph. The Vaas dlc already came out a while ago and it allowed the player to play as Vaas and learn more about his backstory and how he felt during far cry 3. The Pagan and Joseph dlcs may be like that as well.

What I really notice about a lot of the villains in these stories is that: 1. Clearly, they are lovable enemies whom we all admire! 2. Each one usually goes to some length to protect the protagonist, even if they try to kill them. For example, Jackal spared the FC2 characters and even gave them assistance, Vaas had plenty of chances to kill Jason, and yet he still made it easy for him, even just shooting him where he planted a lighter on his chest, Pagan goes to great lengths to ensure Ajay does not get killed during his journey, even though he (Ajay) was out to kill him, and Joseph gave Deputy chances to escape and avoid hypnosis and capture.

Sorta. He's definitely the lesser of three evils. If I had to choose between my country being run by a drug cartel, religious terrorists, or an absolutist monarch.....I'd go with the monarch(despite him being a violent sociopath).
