You can buy them on Amazon. Bowls like this one though, that are handmade, are much more expensive. They have cheaper ones on Amazon that do the trick though. I have a few.

When the mallet rubs the bowl wall it makes the bowl vibrate. Then the vibrating bowl wall transfers energy to water and makes water vibrate. When water starts vibrating it starts producing waves. Wave in the water is circular in shape and it travels in the direction away from the source. Since the bowl is circular there are many sources of waves around therefore many waves produced and their travel directions intersect. They meet each other on the way of their travel and expansion or the other words they interfere. At the point of interference they create new sources of new waves which also start moving away and expand and more and more and more and at some point there are so many interferences and resonances created it builds up enough energy to make water jump out and splash at the points of waves collisions.
