I tried it with some printer paper I had and it kind of worked. The tape allowed me more time to move the paint but eventually, it soaked up like any non watercolor paper. If you want to practice watercolor techniques, at least buy mixed media paper, it's usually quite cheap and trusted brands like Canson surely have some sizing that prevents the duller color look after the paint is dry.
