This is like a similar situation with the Lords of Order and The Lords of Chaos, they needed certain individuals who met their criteria, to act as their avatars in the mortal world. Nabu aka Doctor Fate for Order and the witch boy for Chaos. In this case, Barry is the avatar for the positive force and Thawne for the negative force and did it pick the perfect socio/psychopath avatar for itself.

So Thawne never created the Negative Speed and Still Forces, they were always there. Since the universe requires balance that would mean all 4 Pos and Neg were around sine the dawn of time. Maybe before s7, Speed Nora wasn't aware of either of them until her rebirth which some how took Still, Strength, and Sage along and made them relatable.

The show turned from a cool crime solving superhero show to a show about characters over explaining things and sharing the spotlight with everyone even side characters. It’s bitter sweet to watch. Any power that has something relating to mythical powers, Damien is a man who is an expert on it. That then defeats the purpose of the Negative Speed Force in this show. It disregards Thawne’s brilliance and his drive to hurt Barry that he created an antithesis to the regular Speed Force that his idol utilizes.

So the negative speedforce chose thawne as its avatar and its conduit just like how positive forces did with alexa, bashir and deon except speedforce because barry is a conduit of speedfoce while speedforce nora is an avatar . But it can merge completely with barry if it wishes to do so...this explains why there arent more than 1 Neg speedforce speedster as it completely integrates with the person it chooses. Whereas Speedforces chooses to share it connection with multiple beings in or during same time, even the other positive forces have chosen the humans and completely merged with them to be avatars and we dont see any one tapping into those forces except i think cecile can tap into psych force considering her powers are similar and the reason why deon chose her.. while timeless wells taps into still force for his travels (that's my theory)
