Collision course can be 100% activated by going into private finish event jump into open run see if it pops if not private world again and will be a new private and CC will pop

A fairly efficient method I found: 1. Join a world 2. Take down the vertibot, but take nothing (yet) 3. Join the same world with a few "mule" accounts. Each one will get instanced loot from the vertibot. Can usually get ~4-5 loot drops before it self-destructs. 4. Leave the world without taking the card and before it explodes 5. Repeat This works really well in a private world, as the vertibot will spawn as soon as you rejoin. Downside is every "mule" needs to know the Gatling Plasma plan for the mod plans to spawn. This is pretty efficient, but even with this strategy I ran ~2 hours and found nothing.

Update: I found that when I don't take the Keycard and leave the server - I had to do the quest over again. The quest disappears for me... initially. It seems to be working now, but did not when first tried.

If you go to the pipboy and unchecked the key card mission you can farm the nuclear key cards. After you server hop go and recheck the mission on your pipboy and it will be there.

I have 11 characters, the keycard drop explodes after I've managed to go there with 3-4 characters (usually the spawn point is not very close). So my best method is to do Collision Course, where the crate remains until I've checked with every character. Then I go to the Watoga and Berkeley Springs vendors with each character. I place camps as close to the Collision Course event as possible, in the forest behind it, because fast traveling to the airport you would have to run through the entire airport area. And then survival tent and maybe a character at select vendor locations so that the characters can travel there for free.

I put my tent right above collision course and server hop til I see orange smoke, run down check box and go back to tent and change servers, I found seven plans in about 4 hours of doing this and checked probably 30 servers an hour. Every time i found a plan there was at least 2 cargo boxes already there, dont know if this really matters just what was working for me.

Fastest way is to have a Private World and 5 characters that know the plan. Only one character has to be a general to buy the plan for the others. If you get lucky, kill the Cargobot near a fast travel spot for fastest run. Check the crate with each character. On PC, turn graphics settings to Low for fastest load times, should be able to check with all 5 characters before it explodes. Even still, I've only found 2 plans so far. Also WestTek, put your tent by Berkeley Springs Station, he sometimes has mods too. And I don't think Whitesprings vendors ever have mods.

I figured this one out. The tracking quest does not pop up on every server. Possibly due to no cargo bot being in play because someone downed it. Just a guess as to why. Anyway if you never take the keycard out of the container and keep hopping, you will get servers with an active cargo bot. No need to load the Atom Shop either.

There's exactly zero reason these plans need to be so rare and stuck behind such an obscure method to obtain them. Baffling decision. Reeks of, "oh yeah, that's a thing in the game. We should get people to do that more often." Meanwhile, they hand out enough nuclear keycards via the scoreboard that most casuals will never once hunt down one of the bots and almost nobody seems to even know how to use the requisition tapes.
