I've been looking for this song for years! I've heard it once in a public transport, and because I didn't know chinese the most I can do was humming it's melody on Shazam but It's fucking useless. I have been all over youtube looking for this but never found it, it's truly a miracle how a song being heard only once was able to stay in my head for god knows how long. Finally, just now some guy in a video of Chinese eggman meme mentioned a link to a good song but suprisingly it's this song and I was dumbfounded. Thank you, random guy, you're my hero and my journey to find this song is finally over. Thank you, you saved my life.

Strangely enough, this reminds me of a completely unrelated song: Sabres of Paradise - Haunted Dancehall (In the Nursery Mix) about 2 minutes in. If you listen to this Secret video at 3:20 and to the Haunted Dancehall at 2:00, it sounds similar.
