Fault Current, Load and Voltage Source (Part 2-Solved Incorrectly)

Hi. I am confused why people say there is higher fault current at lower voltage? There seems to be a disconnect between V=IR and P=IV. Is it solely a function of %Z of the transformer? If I touch my outlet in my house, the fault current is weak compared to touching a primary line, but fault current is higher in lower primary voltages???
