I believe before condemning the battery charger, I would suggest looking at the resistance between the vessels ground and neutral lines at the shore power inlet with the breakers closed. If neutral and ground are connected anywhere within the vessel, the Kirchhoff based current detection will trip because of the imbalance of current between the hot and neutral wires ( because some of the neutral wire current is returning via the ground wire ).

Could an ohmmeter be used on the adapter to rule it out as a potential cause of the leakage current? Or is that just incredibly unlikely, and so the culprit is almost certainly the charger?
