If I remember correctly, James was speaking Japanese in the original game's Dog Ending. I don't know if it was confirmed by the devs or not, but James might be speaking Polish in the remake's Dog Ending as a subtle nod to the original game (Original dev team were Japanese, the remake's dev team is Polish).

That was because the cult name The Order. Silent Hill is mystical place, maybe that's the reason The Order performing demon summoning there. But for some reason, if someone can overcome the hurdle there, Silent Hill will show its beauty somehow. I felt that after play many Silent Hills many times.
