Sabre just started doing it again after a 3-4 month break. He ended the steve saga to keep it from turning into something that people wouldn't enjoy anymore. He booted it back up so that he could continue with the ideas that he'd come up with. He said it wasn't really fair to the people who'd had the steve saga as their daily routine to just end it out of nowhere.

Well now he can put it back in her even though it’s still in illusion Steve. even though he changes the people in the world he can never be able to change the resources in the world and who people are really inside.

That’s Elemental Steve.... listen to his voice. It sounds really posh and sophisticated and so did Elemental Steve’s voice. Also he was summoned by Galaxy Steve. Time Steve and Elemental Steve are the only two Steve’s Galaxy Steve can summon due to his brain damage. If he wasn’t brain damaged he could summon someone else. However he didn’t because he was brain damaged. So the only logical explanation is that it is Elemental Steve

Technically, If Alex gets really mad or dies, it still triggers the power inside of Illusion Steve because Alex and her powers still have a connection and are not tare apart. Maybe if Alex gets mad, the power would override Illusion Steve's powers and a possibility of deleting him.
