Thank you very much for such explanation, My question is here: If a structure is designed based on (R & Omega), then the structure will not resist a seismic force equal to V_elastic, because we will not reach point A through path OBC. Does this mean the structure is under design?

Sir, in addition to ductility and overstrength, please add some knowledge considering redundancy factor also. As, 1. Load distribution takes place after yielding. 2. Also yielding will take place only at one place and not in whole structure

In most of cases constructor are't using mentioned steel grade and fc' for any reason.Then how our structure is over strength and we take omega factor in designing. Although it is under design not over.
